SUBJECT: Temporary Fire Protection Water Supply Requirements for Construction Sites
OBJECTIVE: Clarify and Establish Minimum Requirements for Providing
A Fire Protection Water Supply for Construction Sites
BACKGROUND:
NFPA 241, Standard for Safeguarding Construction, Alteration, and Demolition Operations, current Edition adopted by Collier County, provides the following:
6-7.2 Water Supply.
6-7.2.1* A water supply for fire protection, either temporary or permanent, shall be made available as soon as combustible material accumulates. There shall be no delay in the installation of fire protection equipment. (See A-6-2.2.)
6-7.2.2 Where underground water mains and hydrants are to be provided, they shall be installed, completed, and in service prior to construction work
In an effort to provide more flexibility to the development community, the Fire Districts of Collier County together with the Collier County Utilities Division, have crafted the following Policy and Procedure to accommodate situations where combustible structural construction must proceed prior to final approval and activation of water pipe installations.
POLICY/PROCEDURE:
Construction sites, which place significant combustibles (trusses, lumber, etc…) on site prior to the provision of a fire protection water supply, are subject to the issuance of a STOP WORK ORDER red tag. For this reason, it is incumbent upon developers to complete water supply infrastructure prior to the accumulation of combustible material on site. The fire district having jurisdiction shall determine when the accumulation is deemed significant. Any proposed temporary water supply, shall be approved, by the appropriate fire district PRIOR to installation.
If it becomes necessary for a developer to secure temporary water supply he shall obtain proper authorization from the appropriate water purveyor.
