SUBJECT: Underground Fire Protection System Water Piping
Permit Submittal Requirements
OBJECTIVE: Clarify and Establish Minimum Data and Diagrams Necessary
To obtain an Underground Fire Protection System Water Pipe Permit Within Collier County
BACKGROUND:
NFPA 24, Standard for the Installation of Private Fire Service Mains and Their Appurtenances, 1995 Edition, adopted by Collier County . This standard regulates the installation of all fire protection water supply pipe lines on private property.
The Office of the Fire Code Official has an obligation to review these systems and verify contractor licensing as well as system design compliance. Fire district inspectors have an obligation to inspect these installations for proper materials and construction. These reasons compel an official building permit through the Community Development and Environmental Services Division of Collier County.

POLICY/PROCEDURE:
All persons wishing to install a fire protection water main serving fire sprinkler and fire standpipe systems on private property, shall complete an “Express” permit application at the front counter of the Community Development Building at 2800 North Horseshoe Drive, Naples. Each connection/tap shall be required to have a separate application and permit. A maximum of two structures may be served by a single tap. Each building shall have a separate fire department connection (FDC). Information required on the plans (3 copies) is as follows:
1. A site plan and necessary detail sheets drawn to scale and including:
(a) Size and location of all water supplies and point of connection to public water mains.
(b) Size and location of all piping, indicating, where possible, the class and type and depth of existing pipe, the class and type of new pipe to be installed, and the depth to which it is to be buried. Underground pipe materials serving NFPA 13R and 13D systems need only conform to national plumbing standards.
(c) Size, type, and location of valves. Indicate if located in pit or if operation is by post indicator or key wrench through a curb box. Indicate the size, type, and location of meters, regulators, backflow prevention assemblies and check valves. Provide manufacturer cut sheets and specifications of pressure loss and listing.
(d) If available, roadway and building footprints
(e) If available, sprinkler and standpipe risers to be supplied by the system.
(f) Location of fire department connections, if part of private fire service main system, including detail of connections.
2. A copy of the approved and stamped Site Development Plan issued by Collier County.
If this work proposes deviation from the approved SDP, an “Insubstantial Change” petition must be processed through Collier County Engineering Review at the Community Development office. Upon review by this office for compliance with these specifications, a permit for construction will be issued. Work must not proceed without a permit.
The fire district inspector will need to make a minimum of three site visit inspections. They are as follows:
1. First Inspection – Pipe Materials, Valve/Backflow Device(s), Burial Depth, Joint Restraint/Thrust Blocking, Backfill Materials, Hydrostatic Pressure Test and general workmanship and integrity of the installation.
2. Second Inspection – Full Bore Flush, Finish Grade, Painting and Marking.
3. Third Inspection (Final) - Acceptance test
Upon successful completion of construction and inspection by fire district personnel, a Notice of Fire Compliance will be issued by the fire district. The Building Department Copy of the Notice of Fire Compliance must be returned to the Community Development office. Upon receipt of this notice and payment of any outstanding fees, the Community Development office will issue a Certificate of Completion. The Certificate of Completion must be obtained or the permit will be canceled after six months of inactivity, necessitating reapplication and repayment of permit fees.
