SUBJECT: Audio Visual Device (Location and Candela Rating of)
OBJECTIVE: Clarify and Establish Minimum Data on Audio Visual Devices
Within Collier County
BACKGROUND:
At the January 2001 meeting of the Collier County Fire Marshal’s, the following issue was discussed and policy and procedure enacted regarding the positioning and candela rating of the outside horn/strobe (or in some cases – speaker/strobe) required pursuant to the Collier County Fire Prevention and Protection Code Section 7-7.1.5
POLICY/PROCEDURE:
The minimum candela rating of the required audio/visual appliance on any fire alarm system (including monitoring systems) is to be no less than fifteen (15) candelas.
The location of this appliance in an “unsprinklered building” can be near the main entrance to the building, but should be placed in a location unobstructed by plantings, or building obstructions, and so facing the street to which arriving fire apparatus would most likely approach the building. It should be mounted so as to throw its light in a 180º pattern, for maximum exposure and effectiveness (not mounted sideways).
In a “sprinklered” building, the audio/visual appliance should also be located near the corner of the building closest to the fire sprinkler riser, so as to assist arriving fire apparatus in locating the riser and the fire department connection. If this is not able to be accomplished by one outside audio/visual appliance, it is not the intent of this policy and procedure to preclude the need for additional appliance(s), to assist in both these objectives, nor in limiting or eliminating the need of the local AHJ to assist in its effective location.
It should also be noted that the requirements of ADA parameters for mounting heights of these audio visual devices – do not apply to such devices, used solely for these purposes.
In “unsprinklered and sprinklered” buildings with voice evacuation systems, the required outside weatherproof audio/visual appliance may be either a horn/strobe or speaker/strobe appliance.
