SUBJECT:  Collier County Fire Prevention and Protection Code

OBJECTIVE:  Announce the adoption of CC Ordinance No. 98-74

BACKGROUND:

On September 22, 1998 the Board of Collier County Commissioners approved Ordinance No. 98-74, providing for an updated Fire Prevention and Protection Code and an effective date of November 22, 1998.

 POLICY/PROCEDURE:

CC Ord. No. 98-74 shall be that fire code enforced in the unincorporated portions of Collier County until further notice.  This ordinance adopts the current editions of the codes and standards published by the National Fire Protection Association (NFPA) as of their Fall 1997 Meeting.  Specifically, the 1997 Edition of NFPA 101, Code for Safety to Life from Fire in Buildings and Structures, the 1997 Edition of NFPA 1, Fire Prevention Code and other codes and standards as itemized in the ordinance.  Local amendments were provided in the ordinance to harmonize the codes and standards with other local ordinances and to effect certain initiatives of the Fire Districts of Collier County.  Design, construction and business professionals working in the unincorporated portions of Collier County should obtain a copy of the new ordinance at the Records Department of the Community Development Division on North* Horseshoe Drive in Naples.  Certain local amendments affect new development permitting and construction activity; a few of these are:

 1-17.2   Added a requirement for a “Fire Protection Plan” sheet in permit applications for new buildings (other than small ancillary structures like guardhouses and restrooms and one and two family) and square footage additions to existing structures in excess of 1000 sq. ft.. This plan, like an electrical plan or foundation plan, must bring together items pertinent to the fire code and to fire suppression pre-planning, expediting the code review process.  The specific requirements for this sheet are itemized in the ordinance.  Permit submittals on or after November 22, 1998 must include this sheet.

3-14         Added a requirement for clothes dryers in structures other than one and two family to be vented on the floor of origin or as otherwise may be approved by the authority having jurisdiction.

6-5.1.1  Declared the needed fire flow standard for Collier County to be the formula published by the Insurance Services Office (ISO) in the Fire Suppression Rating Schedule.
